A Home Condition Report contains information about the physical condition of a property, which sellers, buyers and lenders will be able to rely on legally as an accurate report.
Sellers who provide a Report will have an early opportunity to carry out repair work on the property or obtain quotes prior to marketing and buyers can use it at the beginning of the home-buying process to minimize the possibility of being faced with unexpected repair bills and other surprises.
The Government believes there will be significant benefits to home sellers if they top up their Packs to include full Home Condition Reports and that this is a product that the market can deliver.
The department of Communities and Local Government is working with stakeholders to facilitate the voluntary take-up of the full Report and has invested resources in promoting and developing it for consumers. In addition, we write the Home Condition Report in plain English and do not use surveying technical jargon. We think that being able to explain a complex problem in plain English is a hallmark of a good inspector.
The report is electronically generated in a standard format. The report highlights defects. Every element of the property will be inspected and given a condition rating.
The inspection is a thorough assessment of every element of a building and its grounds including an energy assessment of the property. The level of detail is similar to a present 'home buyers survey' without the valuation element.
The definitions are as follows:
| Rating | Definition |
|---|---|
| NI | Not Inspected |
| 1 | No repair is presently required. Normal maintenance must be carried out. |
| 2 | Some repairs or replacements are required but these are not considered to be serious or urgent. |
| 3 | This is considered serious and in need of urgent repair and replacement. |
